Windows 10 Pin Error List
When you set up Windows Hello in Windows 10, you may get an error during the Create a PIN step. This topic lists some of the error codes with recommendations for mitigating the problem. If you get an error code that is not listed here, contact Microsoft Support.

When a user encounters an error when creating the work PIN, advise the user to try the following steps. Many errors can be mitigated by one of these steps.

I upgraded to windows 10, set up my Microsoft account and a new PIN. But every time I try to login using PIN, I am getting an error 'Your device is offline. Sign in with last password used in your device' even though I am online. The device logins with my Microsoft Account Password but not with the PIN. I have tried everything, signing in, signing out, restarting, resetting my Microsoft Account on the device, deleting contents from the 'C:WindowsServiceProfilesLocalServiceAppDataLocalMicrosoftNGC' folder and resetting the PIN and nothing seems to work. It is very hectic to login every time with your Microsoft Account Password so please help.
During Windows Hello setup in Windows, it’s compulsory to create a PIN as well. The PIN makes sure you can still login in case Hello fails to work. It is common to get Windows 10 PIN error while setting up Hello. This guide will talk about those errors and how you can resolve them.
Fix Windows 10 PIN error
An of the error message is – Something went wrong, and we couldn’t set up your PIN, Error 0x80070032.
Just before we start deep diving into error codes, there are few things you should do which can fix most of the problems. It includes trying to create a PIN again, Sign-in/ Sign-out, and reboot the device.
1] Sign out and then sign in again
Here is the List of error codes which can be resolved with a simple sign out and sign in again with the same account. These error codes are transient.
2] Unjoin the device from Azure AD and rejoin
All Windows PIN errors related with Active directory, have a straight forward solution. Unjoin the machine, and then join again. Then one can go ahead and try to create the PIN again. To unjoin a computer, go to Settings > System > About and select Disconnect from the organization.
Below is the list of Windows 10 PIN error code with an explanation on the issue it is facing. Since this is Azure AD issue, the solution is the same as above for all the error codes.
0x801C03ED: There are multiple reasons for this. It can be because of-
0x801C03EA: It happens when the server fails to authorize the user or device. Please ask the IT admin to check if the token issued by the AD server is valid and the user has permission to register Windows Hello for Business keys.
0x801C0015: If the device is new, then it is required to be joined to an Active Directory domain. Join the computer to an Active Directory domain, and try again.
0x801C000E: The fix for this is available with the admin who manages computer in the organization. The error code means that the number of machines which can join Azure AD is at maximum count. The administrator needs to remove some other device from the directory, and add the same machine again or increase the maximum number of devices per user.
0x80090005: The error message “NTE_BAD_DATA” means that there is a certificate issue, and you need to unjoin the device from Azure AD and rejoin.
0x80090011: The error message would say “The container or key was not found.” Make sure to unjoin and join Azure AD.
0x8009000F: The error message would say “The container or key already exists.” Unjoin and join the device from Azure AD.
0x801C044D: When a device tries to join AD, the authorization code should also contain the device ID. It acts as an identifier. If that is missing, you need to unjoin the device from Azure AD and rejoin
3] TPM Issues on Windows 10 PIN Error
0x80090029: The error occurs when the TPM Setup is not complete on the machine.
0x80090031: The error displays “NTE_AUTHENTICATION_IGNORED.” To resolve, reboot the machine, and if the error still occurs, reset the TPM or run Clear-TPM.
0x80090035: This occurs when the Business policy of an organization makes TPM mandatory. However, when the device does not have TPM, the only option is to remove the restriction for TPM and join the AD.
4] Configuration Issues
0x801C0016: The federation provider configuration is empty. Go here and verify that the file is not empty.
0x801C0017: The federation provider domain is empty. Go here and verify that the FPDOMAINNAME element is not empty.
0x801C0018: The federation provider client configuration URL is empty. Go here and verify that the clientconfig element contains a valid URL.
5] Other Windows 10 PIN Errors

First, sign out and then sign in again. After this check network and credentials.
0x801C000F: Operation successful but the device requires a reboot
Simply reboot the device, and then try the Windows Hello setup again.
x801C0003: User is not authorized to enroll
Check if the user has permission to set up Windows Hello for Business. If not, the permission has to be given by the IT admin to complete the process.
0x8009002A NTE_NO_MEMORY
The computer is out of memory. Close all large programs, and then rerun the setup.
0x80090036: User canceled an interactive dialog
You have to try the setup process again.
0x8009002d: Something went wrong, skip now, and try again in some time.

Error Code 0x80090016 which a user may receive on his Windows 10 computer could be while creating a PIN or when using the Microsoft Store. There have been reports of the Windows 10 Login PIN failing the users to sign in or being not able to be set up. The solutions to fix this error in both the scenarios are totally different.

Error Code 0x80090016 Microsoft Store
1] Sync Date and Time
You need to have a correct Date and Time set on your computer to access various Windows 10 services.
For this, start by hitting the WINKEY + I button combinations on the keyboard to start the Settings app.
Now, navigate to Time & Language > Date & time.
On the right side panel, turn the toggle On for Set time automatically and Set time zone automatically.
Next, click on Region & language on the left side panel. Make sure that the Country or region on the right side panel is set to the country that you live in.
Close the Settings app and Reboot your computer for the changes to take effect.
2] Re-register the Microsoft Store app using Powershell
Start by pressing WINKEY + X button combo or right-click on the Start button and click on Windows Powershell (Admin) or search for Powershell in the Cortana search box, right click on the Command Prompt icon and click on Run as Administrator. Click on Yes for the UAC or User Account Control prompt that you get. Then, the Windows Powershell window will finally be open. Now, type in the following command to re-register the Microsoft Store appand then hit Enter.
Let the process complete and then check if your issue is fixed or not.
3] Reset the Microsoft Store
You can try to Reset Microsoft Store and check if any cached files or folders are causing a conflict to your Store being connected to the Microsoft Servers.
4] Run Microsoft Store Apps Troubleshooter
Microsoft has also released a dedicated Microsoft Store apps Troubleshooter. You need to download and run it.
Error Code 0x80090016 for PIN
The cause behind the issue is the corruption of the contents of the NGC folder. The NGC folder is responsible for storing certain files which are crucial for the system’s security. The most probable reason behind the corruption of the folder is when a third-party software modifies the files. Other than this, third-party software products induce certain background processes which could cause this error.
We will proceed with the solutions in the following sequence:
1] Uninstall any recently installed third-party software
Usually, freeware products aren’t always free. Such products come along with extensions and other malware. If you have installed any such software recently, please uninstall them from the Control Panel.
Even in case of genuine software, the third-party product could induce processes that cause this error in turn. You could consider uninstalling any such software, even if temporarily.
2] Empty contents of NGC Folder
First, boot Windows 10 into Safe Mode.
You need to delete all the contents of the NGC Folder – for that you will need to take ownership of this folder first-
C:WindowsServiceProfilesLocalServiceAppDataLocalMicrosoft
Once done, just permanently delete all the contents of that folder and reboot your computer normally.
The AppData folder might be hidden so you may need to show hidden files & folders.
2] Use Group Policy Editor
Hit the WINKEY + R button combination to launch the Run utility, type in gpedit.msc and hit Enter. Once Group Policy Editor opens, navigate to the following setting-
Computer Configuration > Administrative Templates > System > Logon
Now, on the right side panel and double click on Turn on convenience PIN Sign-in and set the radio button to Enabled for it.
This policy setting allows you to control whether a domain user can sign in using a convenience PIN. If you enable this policy setting, a domain user can set up and sign in with a convenience PIN. If you disable or don’t configure this policy setting, a domain user can’t set up and use a convenience PIN. Note: The user’s domain password will be cached in the system vault when using this feature. To configure Windows Hello for Business, use the Administrative Template policies under Windows Hello for Business.
This will turn on the Logins using PIN. Setting the radio button as Disabled or Not Configured will turn off the Logins using PIN.
Exit the Group Policy Editor and then reboot your computer for the changes to take effect.

To fix this issue go to these two folders:
Then delete all the files in those folders. This should fix the issue without any further action.

Turning off the automated features of quick access fixed my problem:
In Windows Explorer, on the tool-ribbon, in the View tab, under options, select 'Change Folder and Search Options,' In the Folder Options dialog, in the Privacy section at the bottom:
Once I did this, I was able to drag a folder to Quick Access which had only give me the red 'forbidden' circle before.
P.S. Even with all the 'show' options in the Folder Options View tab turned on and all the 'hide' options turned off, I still do not see
%appdata%microsoftwindowsRecentAutomaticDestinations in Windows explorer unless I paste the full path in the explorer address bar. Instead, I see %appdata%microsoftwindowsRecent Items , which appears to be a 'virtual' (fake) file.

For me, this fixed it--but it restored Quick access to a much earlier version. I'm not sure where it rebuilds it from.
